Description

Give special treatment to the ALIASES and TREES keys in
.reviewboardrc so that they are merged together and not overwritten.

Testing Done

Ran unit tests.

Created a ../.reviewboardrc and ./.reviewboardrc with different
aliases and was able to execute all of them.
