Update tests to create ConfiguredBugTracker where necessary.

Tests that only needed a repository with a working bug tracker were
still writing the deprecated legacy bug_tracker URL field, emitting
deprecation warnings. They now create aConfiguredBugTracker
configuration and assign it as the repository default.
Ran unit tests.
