Description

Tests that only needed a repository with a working bug tracker were
still writing the deprecated legacy bug_tracker URL field, emitting
deprecation warnings. They now create a ConfiguredBugTracker
configuration and assign it as the repository default.

Testing Done

Ran unit tests.
