This adds a new My Account page that shows a user their privacy rights,

based on the new site-wide User Privacy settings. This will display any

privacy information provided by the administrator, along with any

consent requirements that must be decided upon (if enabled). If there's

no information provided and consent requirements are not enabled, this

page will not be shown to users.

Thoroughly tested the page with different combinations of privacy

information and consent requirements, ensuring that displaying, loading,

and saving all worked correctly.
