This covers the emergency fixes for bugs introduced by the Gerrit
changes, fixes for API token policies, submit-as with Active
Directory, Bitbucket Server being listed twice, and some other issues
that recently cropped up.

Testing Done

Built the docs. Tested all links and checked for spelling issues and
build errors.

This is a little obtuse--I think users care more about what behavior they were doing rather than what the software was trying to do. How about:

Fixed a crash when attempting to save an elasticsearch configuration when elasticsearch was not installed.

Change Summary:


Improved the wording about showing error messages for search backends to be more relevant to users, rather than more technical.
Added the latest updates to the branch.
