Modernize the packaging for Django Evolution.

This updates the packaging to include more up-to-date information, such
as the project status, classifiers, Django version compatibility, and
more. It also adds a dev-requirements.txt file for easier development
betup, and adds ourselves to the licensing file.
Built the package and inspected the metadata.
