Description

This enables support for linking up with a bug tracker hosted on
Codebase HQ. We currently just support simple linking of bug numbers.

Unit tests were added to test the capability flag and the resulting
links.

Testing Done

Unit tests pass.

Tested manually configuring and linking to a bug.
