DOCS: remove references to Fedora RPMs

Fedora can't ship Review Board right now due to Django incompatibility, so stop recommending Fedora RPMs in the documentation. This can be re-added later if Review Board gains support for newer Django. Signed-off-by: Stephen Gallagher <sgallagh@redhat.com>
