This covers the fixes to GitLab, Subversion 1.9 diffs, Mercurial, and
other fixes, plus the addition of CodebaseHQ.com support for Review
Board 2.0.x.

Testing Done

Built the docs and looked through them.

Tested all bug links to make sure they pointed to the right ticket.
