Make Edit buttons on Review Request screen accessible

In order to make Firefox focus the edit button and allow it to be clicked via Enter, I need to wrap the image in an <a/> tag. Additionally, it's important to set the ARIA role to be button, and the ARIA label to the name of the button.
Tested with Firefox trunk and Firefox 3.0.2 with Orca 2.22.1.
