Update the documentation for a modern Fedora/CentOS/Red Hat install.

This removes old references to the Fedora Extras repository from the
installation docs, and adds a couple sections on Fedora and other
Red Hat-based distros. These should help people get set up much quicker,
and avoid pitfalls based on old information.

  1. Only one comment that I forgot to mention: the ReviewBoard packages don't currently install PyLucene. When I originally created them, I think I found that PyLucene was in some way unsuitable for Fedora, but that may have changed in the last two years. I will look into it. In the meantime, we should probably reflect that here and instruct people to install PyLucene manually, rather than skipping the rest of the guide. Also, there is a slight implication that installing the packages eliminates the need for running the rb-site install tool. It might be better to advise people to proceed to that document rather than telling them to ignore this one.
