Description

Repositories now resolve bugs through a ConfiguredBugTracker, and
every repository with legacy bug tracker settings gets a default bug
tracker from the migration and the save-time sync.

This change makes Repository.bug_tracker_service into an alias for
Repository.default_bug_tracker.service that emits a deprecation
warning.
