Description

The new GitHub App flow redirects out to github.com to actually create
the account, and then again to install it into an org. When this is
done, we come back to the connected services UI to finish the process.
This change adds a new query parameter so we can link directly to the
desired step when reopening that page.

Testing Done

Used in conjunction with the new GitHub app flow.
