This adds some fun confetti to the trophy banners that appear on review
request pages. Confetti pops out of each of the trophies on the banner
and lands on top of the review request box.

Testing Done


Viewed a review request page with a trophy.
Viewed the diff viewer page.
Ran js unit tests.

Weird when I created this string I did write dedent... no idea where it went.
