    Add release notes for Review Board 8.

    Review Board 8 is an important release that brings our out-of-band
    add-on options, like support contracts and Power Pack, into an easy
    self-managed single license and set of subscription plans.

    It also contains a number of new features such as:

    • Document Review for MS Office, Google Docs, LibreOffice.

    • User Roles and badges for identifying roles in a company and building
      automation.

    • Writing assistance (spell checking, dictation, AI rewriting) in text
      fields.

    • Quick Access actions for the Review Banner.

    • A new and improved interdiff filtering algorithm.

    • Integration with Forgejo.

    • Centralized SSL/TLS certificate storage and management.

    • CIDR subnets for health checks.

    • Several new pieces of extension infrastructure.

    Built the docs. Checked for obvious errors and bad links.
