Add release notes for Review Board 8.

Review Board 8 is an important release that brings our out-of-band
add-on options, like support contracts and Power Pack, into an easy
self-managed single license and set of subscription plans.It also contains a number of new features such as:

Document Review for MS Office, Google Docs, LibreOffice.

User Roles and badges for identifying roles in a company and building
automation. -
Writing assistance (spell checking, dictation, AI rewriting) in text
fields. -
Quick Access actions for the Review Banner.

A new and improved interdiff filtering algorithm.

Integration with Forgejo.

Centralized SSL/TLS certificate storage and management.
-
CIDR subnets for health checks.
-
Several new pieces of extension infrastructure.
Built the docs. Checked for obvious errors and bad links.

I know this is in a section about support, but when I initially see "Video chat support" in release notes I might think that Review Board supports video chat. Can we say "video and telephone-based support calls (by appointment)"?

I know it's very last minute but can we change the label for this? Right now it doesn't indicate at all that dictation/AI/etc is affected at all by this setting.
