Review Board 8 introduced the Review Workflow admin settings page. This
only has one setting right now, which is the "Allow users to mark Ship
It! on their own review request" checkbox.

This change adds the docs page for it.

Testing Done

Built the docs. Checked for spelling and link issues.

Yeah, I'm slowly updating those styles. We have an explicit role for those references, and we were triggering description lists before which didn't look as good.
