Description

The support banner display in the admin dashboard was designed to tell
people the status of their support for their server. This is no longer
necessary as we now have licensing infrastructure that more closely
communicates this and ties it to license management and billing, rather
than being tied to our own manual management.

The banner and all related code has been deleted.

Testing Done

Tested that the admin dashboard looked correct and didn't show a
banner.

No JavaScript errors were present.
