Description

On screens less than 350px, some actions in the review request header
get cut off. This change fixes that up, and updates a deprecated
rb-ns-pages.base.on-shell-mobile-mode call.

Testing Done

Viewed the header on the File, Diff, and Reviews review request pages and

made sure they looked good (on <350px and >350px).
