Update the rbintegrations dependency to 4.0.dev.

We were still depending on rbintegrations 3.x, which was not compatible
with Review Board 7. This is a simple change that bumps us to the
development version of 4.0.
Successfully deployed with rbintegrations 4.0.dev.
