This introduces query assertions to the Archived Review Request

resource. This is the first resource to receive query assertions, and it

was chosen simply as one initial test for the query assertion support.
These assertions unveil excess queries in the review request

serialization support. A future change will reduce those queries,

improving this resource and others.
