This is a simple dependency update for djblets to add jasmine-core (used
during development checking for imports in JS test files) as a new
dependency, as well as bump to the newer version of
@beanbag/eslint-plugin, which pulls in the new rules for comments inside
blocks.
Ran js-tests.
