This updates the Windows installer to ship Python 3.8.14 instead of
3.8.13. This release contains security fixes, and are worth including.

We can't currently bump to 3.9.x or higher, as newer versions are not
compatible with Windows 7. We can break that compatibility in RBTools 4.

Testing Done

Successfully built new installers.

Built the new release notes and checked for any obvious errors.
