This adds some basic information to the rbt post docs on how to post
changes against a Cliosoft SOS project, and adds a workflow guide to
help take users through the whole process of posting changes for review
(using changelists or selections), updating them, and then committing
them.

Testing Done

Built the docs. Checked for spelling errors, build errors, and bad links.
