This is a very small release that simply adds support for a new
settings.LOGGING_TO_STDOUT (intended for Docker). This is going into
1.0.17 and 2.2 (but 1.0.x does not use semantic versioning, hence the .z
version bump).

Testing Done

Built the docs. Checked for spelling and build errors.
