This is a long-overdue release that supports new Review Bot features,

a lot of behind-the-scenes changes, adds optional support for the new

interdiff algorithm, smarter lookups for complex repository management,

new API features centered around creating repositories, new capabilities

for SCMTools to provide extra information during diff parsing, and fixes

for Mercurial, Git, and Perforce.

Built the release notes. Checked for bad links, build errors, and spelling

errors.
