Save the new avatar settings when toggling global consent settings.

When toggling the global consent settings in the Admin UI, the Djblets
avatar settings is now saved as well, ensuring that the avatar backends
are properly checking for consent when Review Board does.
Toggled the consent requirements settings back and forth. Verified that
the avatar consent checks were always happening if and only if the
Review Board consent checks were active.
