Enable timezone support for Djblets unit tests.

Timezone support wasn't enabled for the Djblets test suite, which was
problematic with some new tests being built and could result in bugs
discrepencies between testing and production. This change enables it,
and fixes fallout in one of the tests.
Unit tests pass.
