Fix the ordering of functions in the Gerrit test suite.

The Gerrit test suite had an odd order for some test methods, and just
generally wasn't following the order of any other test suites. This
moves a few things around just to help ensure a consistent order, for
some future work coming up soon.
Unit tests pass.
