Fix icon for verifying issues in the issue summary table.

The icon literal for issues waiting for verification within the issue
summary table never got updated when we created an actual icon for it.
This change fixes that.
- Looked at an issue waiting for verification in the issue summary table
and saw that the icon was now correct. - Ran unit tests.
