Description

This is a bug fix release that fixes issues with desktop notifications,
avatars, e-mails for installs on subdirectories, Unicode/Emoji in review
request update and diff comment payloads, and more.

Testing Done

Built the docs and viewed them. Checked for build and spelling errors.

flake8 passed.

JSHint passed.

Tuesday, which we're trying to settle on as our standard Review Board release day. Been testing some of the fixes, since they're invasive, and we've been a bit busy after the holidays with some stuff.
