This fixes up the documentation for reviewboard.datagrids.sidebar to

better document the various methods, attributes, and parameters for all

functionality used for providing custom sections and items for the

Dashboard, User Page, and custom datagrids containing sidebars. The new

documentation better corresponds to our modern guidelines.

Built the docs and looked through them. There were no build errors and

the generated docs seemed correct.
