Enable the OAuth2 and Issue Verification features.
Review Request #9247 — Created Oct. 4, 2017 and submitted
These features are stable now, and we want to include them by default in
3.0 beta 2. This change marks the features as stable so all users will
have access to them.
Saw that both issue verification and OAuth2 were enabled and visible for
my user.
