Release RBTools 0.7.8.1.

This is a re-release of the macOS installer, fixed to not build in a virtualenv (which would produce packages incompatible with any other system). There are otherwise no changes to the RBTools code.
Tested building the installer inside and outside a virtualenv.
Built the docs and checked for spelling/build errors.
