This change linkifies text in review text, both existing and new comments. It uses the same linkifyText function we use for review requests.

This also fixes the CSS/HTML a bit so that we don't end up using the CSS intended for the reviewer name on the links in the comments.

Created new comments, updated existing ones, and canceled out changes. Saw the results I expected in each case.
