Reduce whitespace around the Reply buttons in reviews.

The Reply buttons in reviews had roughly the same amount of space before them as they did after, almost giving them the look of being their own section, disconnected from the commments being replied to. This change tweaks the CSS to just tighten up that vertical spacing.
Saw that the vertical spacing was reduced, and the Reply buttons were more
visually connected to the comments being replied to.
