Description

Recent changes to the Perforce SCMClient regressed the ability of
posting submitted changes. This patch addresses that issue.

Testing Done

Ran unit tests.

Attempted to post a submitted changelist with rbt. It failed
without the patch applied and succeeded with it applied.
