This change fixes a couple issues when building the docs. First, there was a

failure trying to access _local_site_name on the DummyRequest. Second,

apparently the old 'default' theme has been renamed to 'classic', which was

showing a warning and breaking CSS.
While I was looking at conf.py, I noticed that our copyrights were old and

incorrect. I've fixed those up too.

Built the user manual and didn't see any errors/warnings.
