I went a bit overboard in the whitespace in reviews. While it looked
fine in tests initially, it felt bloated in real-world usage.

We now have less space around the content of the reviews, better spacing
between replies, and more consistent spacing at the bottom of reviews.
Draft replies also no longer have a bunch of extra whitespace below them
(due to the empty controls bar for the Reply button formerly occupying
space).

Played around with the UI a bit. Felt like less space was wasted (though

we may want to continue tweaking this as we go).
