The dashboard actions sidebar (used when batch-selecting review
requests) has been revamped for the new look of the dashboard. It now
appears as a panel on the left that slides out from underneath the
dashboard, as the navbar content fades away. It has similar styling to
the paginator box, helping with creating a consistent and balanced look.

Tested showing and hiding the actions menu, through selecting one or more

review requests.
Tests were performed on Chrome, Safari, Firefox, and IE.
