Exclude commit ID from post when using exclude patterns

Previously the commit ID was upload only if we weren't including
specific files. This patch brings the behaviour for exclude patterns in
line with the behaviour for posting with included files.
Ran unit tests.
Verified the commit ID was excluded from the review request when
posting with-X.
