We still had some major caching bugs in the API in Review Board 2.0.13.
These are fixed in 2.0.14. This change bumps the API cache's minimum
version accordingly.

Testing Done

Tested the cache against 2.0.13 and 2.0.14 (after temporarily bumping the
version to a non-alpha/dev build). Saw the API caching info only for 2.0.14.
