Fix some more unit test failures with closing non-public reviews.

The recent change to disallow closing non-public review requests as "submitted"
needed some unit tests to be updated. The change itself fixed test failures on
release-2.0.x, but the master branch also had a couple tests that needed to be
fixed. This updates those.
Ran unit tests.
