Description

The setup-repo command now includes the LAND_DEST_BRANCH option when
generating a new .reviewboardrc, if we can detect the branch. This is
one less step needed for new users who are trying to get going with
RBTools.

Testing Done

Ran rbt setup-repo in a tree. Saw it generated a configuration file
containing LAND_DEST_BRANCH and pointing to the correct value.
