3643: Default/initial keyboard focus in login page should be in the Username field

What steps will reproduce the problem?
1. Go to the reviewboard login page

What is the expected output? What do you see instead?
I expect the login page to be displayed and the keyboard focus (the blinking cursor) to be in the Username textbox.

What I see is the login page being display and the keyboard focus somewhere else so that I have to press TAB 11 times or click the mouse in the Username textbox before I can do the only thing I want to do on this page (type my username and password).

What operating system are you using? What browser?
Windows 7, Firefox 32.03 and/or 
Debian Linux/testing (jessie) distribution, Iceweasel 31.1.0
