What's the URL of the page containing the problem?

What steps will reproduce the problem?
For example: add a space somewhere to description of RR, remove it right after, confirm "change" with "OK", hit "Publish Changes". RB will now "update" the RR, but no diff of the changes are shown (since there are none).
What is the expected output? What do you see instead?
Perhaps a warning should be issued that the user did not actually change the RR.
What operating system are you using? What browser?
