3298: Comment containing only XML is silently discarded on submit

What's the URL of the page containing the problem?

What steps will reproduce the problem?
1. Select "Add comment" to a review
2. Enter "<sim realtime="true>" and submit
3.

What is the expected output? What do you see instead?
Expected output is for the comment to be posted. 
Actual output is that the comment is silently discarded with no error message.

What operating system are you using? What browser?
Centos 6.5, Firefox 24.2.0

Additional note, if your xml comment is "<tag>text</tag>", then that works.

I believe that this only affects the 1.7.x release.
