Only at tab spaces of 8. I've always written the notes for spaces of 4, so these notes are consistent with all prior release notes.

Why do we have tabs at all?

It's just how this has always been.
I want to move all this to RB-style release notes docs files, but that's a larger task. I don't want to do anything different than we've always had for Djblets today.
