Use a tarball for the Mercurial test repository

This makes it possible to work with the RBTools repository from
Mercurial using hg-git. The change appears to have no discernible
performance impact.

The problem is that this still increases our test times per-test without any benefit to the majority of developers running the suite.

I'd be more okay with it if it just extracted the tarball once, total. Per-test isn't sufficient.

I'd also want to see Testing Done filled out. I want to be sure that all tests run, and that there aren't any leaked files or directories from the extraction.
