Fix capabilities for rbt commands.

There was a typo when checking for the 'capabilities' field of the
info resource, and the request for the info resource was being made
twice. Both issues have been fixed.

Testing Done

Ran 'rbt diff -d' and verified that '-M' was being added to 'git diff'.
