This change adds a fallback for looking for the REVIEWBOARD_URL, if it's not set on with the svn propset, then we fallback to the 'regular' look for ".reviewboard" file in the parent directory structure.

Testing Done

tested on a subversion checkout that didn't have a property set, with this fix, if a .reviewboard is present, it correctly finds the server.

If I'm not mistaken, this already happens (via the super line above).  Does it not work in your testing?
